How received:
Capture the exact claims. Note precisely what the complainant asserts — "I applied for three positions" is not the same as "less-qualified people were hired." The specific claim sets the standard every fact gets measured against, at due diligence and at formal.
BConflict Check & Assignment
Assigned investigator is free of any relationship to the parties or stake in the outcome:

A preliminary look — enough to route the concern. Not the full investigation. No formal notice to parties yet.

Rebuttal loop. If the inquiry contradicts the allegation, take the finding back to the complainant and give them a chance to respond. A valid rebuttal keeps the matter alive. No answer, or none that holds — likely close.
